Summary Report from City Council meeting of 05/22/2017:

  1. After a year of research and information gathering on the part of the Planning & Zoning Commission and City staff, City Council has approved Ordinance No. 09-2017 amending the City of Oak Ridge North Zoning Map to create a new zoning district known as the Robinson Commercial District (RC-1).   This ordinances provides strict regulation that will allow for office uses for 13 homes on Robinson Road and one home on Maplewood Drive. 
  2. City Council approved the canvass of returns for the 2017 General City Council Election.  Clint McClaren, Frances Planchard, and Michelle Cassio were sworn in to new two year terms on the City Council.  Mr. McClaren was re-elected by Council as Mayor Pro Tem.
  3. City Council approved an encroachment agreement with Exxon Mobil to complete a water line loop connecting the business park east of the railroad to the water main on Hanna Road.  The water line crosses an Exxon Mobile pipeline easement.  An associated change order to remobilize construction was also approved.
  4. Jones & Carter Engineering reported on the status of the City’s application for an expanded Certificate of Convenience and Necessity before the Public Utility Commission.  The application is in review.
  5. Economic Development Director Heather Neeley reported on a new BUY ORN program under development and sponsored by the Economic Development Corporation (EDC).  The program will include a commercial newsletter, website updates, and local buying incentives.
  6. Heather Neeley reported that the Tax Increment Reinvestment Zone Board has approved an Investment Policy and a budget.  They are working on a Development Policy and will be issuing a Request for Proposals for an auditor.
  7. Mrs. Neeley reported that GTECH will be moving from Conroe to the Oak Ridge Business Park.  GTECH is a Centrifuge and Separation Technology company.
  8. City Secretary Laura Calcote reported on the status of certain bills before the Legislature that impact municipal operations.
  9. City Manager Vicky Rudy reported that FY2018 budget planning was underway.  Heather Neeley is budget officer for this period.  Ms. Rudy presented the budget schedule.
  10. There was discussion on the proposed new rates for the San Jacinto River Authority and Lone Star Groundwater Conservation District (LSGWCD) for FY2018.  A $.14 increase is proposed.  The LSGWCD will be increasing its rate as well.  Ms. Rudy reported to Council that she does not intend to recommend rate increases on the city side for water and sewer.
  11. Public Works Director Joe Sherwin reviewed a proposed parking lot design for City Hall. 
  12. Ms. Rudy reported that the engineering is complete for the redesign of the Woodlands Parkway Overpass.  City staff will be meeting with Pct. 3 Commissioner James Noack in the near future to review the plans and discuss the City’s participation in the project.
  13. City Council approved an easement agreement with AT&T, and payment for the easement.  This easement is to accommodate the future Crown Plaza Hotel and was paid for by the hotel developer.
  14. City Council approved a reimbursement to Drainage District No. 6 in the amount of $57,414.43 for City equipment funded by DD6 previously utilized under a mowing contract with DD6.  The City will reimburse for three pieces of equipment, a Ford F450, a Kubota Excavator and a 60” mower head.  Four additional pieces of equipment utilized in the contract and funded by DD6 were approved as surplus and will be auctioned.  Proceeds of the auction will be used to reimburse DD6.
  15. City Council approved payment of $13,293.11 to the South Montgomery County Utility District as an audited adjustment for FY2016 Wastewater Treatment Plant services.
