Summary Report from City Council meeting of 05/8/2017:

  1. City Council welcomed new Director of Finance Brian Pate for his first monthly report.
  2. Director of Public Works Joe Sherwin reported on the Robinson Road realignment project.  He reported that Klotz Engineering was working on environmental studies before completing Phase II engineering.  This will be brought back to Council when completed.
  3. Joe Sherwin reported that his department was looking at future capital wastewater projects to determine if remaining funds from the Texas Water Development Board (TWDB) loan program could be applied to those projects. All scheduled TWDB projects are now complete.
  4. Joe Sherwin reported that CenterPoint Energy will be connecting the light poles at the Marilyn Edgar Park baseball fields the week of May 15.
  5. A parking plan for the area behind City Hall is being developed.  The house formerly located there has been demolished for parking.
  6. Council was presented with a list of Public Works equipment and office furniture to declare surplus.  The equipment and furnishings will be sold by sealed bid at a date and time to be determined.
  7. City Secretary Laura Calcote shared the unofficial results for the May 6th Council election.  The vote will be canvased on May 15, 2017 at She also reported on House Bill 2485, which would eliminate the first Saturday in May, in even-numbered years, as a uniform election date for Texas cities.  This bill would effectively push all city elections to November.  A letter was sent from the City opposing this legislation.
  8. City Manager Vicky Rudy discussed a preliminary budget schedule and budget subcommittees.  Council named Jim Kuykendall and Clint McClaren to the personnel committee.  Paul Bond and Alex Jones were named to the capital fund committee.
  9. Bill Walter, vice chairman of the Planning & Zoning Commission, presented the Commission’s preliminary report regarding proposed rezoning of residential properties along the south side of Robinson Road.  A Monday, May 22, 2017 date was set for a joint public hearing with City Council and the Planning & Zoning Commission.  The hearing will be held at 6:30 p.m. in Council Chambers.
  10. Joe Sherwin presented a list of Drainage District No. 6 financed equipment and their respective depreciated values.  There was discussion regarding whether the City could use some or all of the equipment and which pieces would be declared surplus.  It was determined that the City would consider four pieces of equipment.  Staff was charged with bringing back a plan for reimbursement of the funds to DD6.
  11. City Council approved Resolution No. 2017-06 supporting an application by Entergy Texas, Inc. to amend its Certificate of Convenience and Necessity to construct a power plant in Montgomery County.
  12. City Council approved Ordinance No. 08-2017 denying CenterPoint Energy Houston’s application to amend its distribution cost recovery factor.
